the advantages and disadvantages of interactive ratings

"Without an interactive rating, an insurer may remain unrated (or be given a public rating where insurer has less control over the info used in the rating)"
This doesn't sound like an advantage?

  • My interpretation is that, without an interactive rating, the insurer has to choose a worse alternative (get a non-interactive rating where they have less control over info release, or not having a rating at all which also sucks). So this would be an advantage of HAVING an interactive rating.
