"Satisfactory opinion, subject to..." criteria

I just want to confirm that the actuary would use the "satisfactory opinion, subject to..." result if the following is the case:

-all 'tests' are not passed (Base, GC, Solv) without corrective management actions
-all 'tests' are passed with corrective management actions
-actuary is comfortable with all of the corrective actions to be taken
