Hello,

For the third criteria, I believe it means the rate change for a territory must be +-10%. Not the change in territory differential themselves as indicated Spring 2018 Qu2. It is possible that territory 1 with a chg in differential of +12% has only a rate change of less than 10% with the off-balancing.

Is that correct?

    Differentials are always assessed after off-balancing so it is implicit above that the magnitude is referring to a post off-balanced differential
