Not sure exactly what the question here is.. Are you asking if you can use FSCO.TechNotes article to answer the highlighted portion of "items to include in a major filing to support new pricing model"?
I am not entirely sure on what was asked on the exam question that led to that comment on "candidates often did not answer.." and it's hard to see/know from just that screenshot so I will answer to the best of what I think! I think yes and no as in TechNotes also has information on what is needed for a major filing and does have overlap with FSCO.PPA but maybe that specific exam question asked for something? But overall should be able to as the papers are very close and TechNotes actually makes references to FSCO.PPA in their section for Major Filings!
