In Baer.Intro, we talked about why guidelines are better than legislation, but are there any reasons why legislation would be better compared to guidelines? I'm thinking uniformity and regulation could be reasons?
You can say that legislation is more uniform, treats everyone equally, less room for ambiguity, easier to enforce, promotes public confidence that rules are being adhered to, increased accountability through enforcement, etc. I believe there was an old paper that compared regulations vs guidelines but I cant remember off the top of my head what that was
