One of the battle cards in the AB Auto Reading (card number 9) suggests one reform being considered is switching from prior approval to file and use, which suggests AB is prior approval.
Is this perhaps due to a timing difference in when the papers were published? Did AB already switch from prior approval to file and use?
AB is prior approval right now for any significant base rate increases or segmentation changes; with file and use for base rate increases < 5%. and an insurer is mandated to provide a full filing every 3 years to the board for review
